Qwest Communications has earned millions more than Montana
regulators authorized, charges a complaint filed by a legislator
running for Montana's utility board and by two dozen other telephone
The complaint submitted to the Montana Public Service Commission by
a group led by Democratic legislator Ken Toole, of Helena, claims
Qwest's earnings during the past five years exceeded its authorized
profit by $85 million.
Rick Hays, Qwest's Montana vice president, responded that the rates
are fair and that the commission approved and examined the rates.
